- Dwight K. Scroggins, Jr. - Prosecuting Attorney
Dwight K. Scroggins, Jr. is the elected Prosecuting Attorney for Buchanan County. He has served in that position for 18 years. Mr. Scroggins graduated from the University of Missouri-Kansas City School of Law in 1979. He served as an assistant State Public Defender for Buchanan County for more than 6 years. He was in the private practice of law from 1979-1990. In 1988, Mr. Scroggins became an Assistant Prosecuting Attorney for Buchanan County and served in that position until being elected Prosecuting Attorney in 1990.
Mr. Scroggins is a regular presenter at statewide forums on children’s issues, domestic violence, sexual assault and victims’ rights issues. He is a member of the Board of Directors for the Missouri Victim Assistance Network and past President of the organization. He has served on the Governor’s Advisory Board on Child Support Enforcement, Missouri’s Task Force on Children’s Justice, the Governor’s Commission on DWI and Impaired Driving, the Governor’s Commission on Child Abuse and Neglect and the Women’s Health Council for the State of Missouri.
Mr. Scroggins currently serves on the Board of the Missouri Office of Prosecution Services, is President of the Missouri Association of Prosecuting Attorneys, and is on the Advisory Board for the Criminal Justice Advisory Committee at Missouri Western State University. He co-chairs the Missouri Highway Safety Council’s committee on DWI and serves on numerous local boards and committees.
During Mr. Scroggins tenure as Prosecuting Attorney there have been several noteworthy advancements. Child Support collections have risen over 700%, from approximately $2,000,000 to over $14,000,000 annually and the Buchanan County’s child support unit is the leading child support unit in the State of Missouri in almost every area. The State of Missouri adopted Buchanan County’s model in 2008 and it is now being used in every Missouri County. He is a co-founder of Buchanan County’s Drug Court which was created to treat drug and alcohol addicted offenders. He co-founded the Buchanan County Domestic Violence Court, the first of its’ kind in Missouri. He co-founded the Missouri Narcotic’s Officers Association which now includes over 350 members statewide. He helped develop and build the first child advocacy center in Missouri located in St. Joseph, Missouri. There are now child advocacy centers in over 20 Missouri counties. And, Mr. Scroggins helped to develop the first program in Missouri dealing with educational neglect, designed to get absent children back to school.
- Ronald R. Holliday - First Assistant
Ronald R. Holliday, First Assistant Prosecuting Attorney, has been with the Buchanan County Prosecutor’s Office since 2005. Mr. Holliday served as the Prosecuting Attorney for Andrew County, Missouri from 1982 to 1990. He received his Bachelor of Arts Degree from the University of Missouri, his Masters Degree in Criminal Justice Administration from Central Missouri State University, and graduated from the University of Missouri-Columbia School of Law.
- Laura B. Donaldson
Laura Donaldson, Assistant Prosecuting Attorney, has been with the Buchanan County Prosecutor’s Office since 1988, and currently prosecutes Child Support cases. Ms. Donaldson prosecuted drug cases from 1990-1994, and sex crimes from 1994-2005. Ms. Donaldson obtained her Bachelor of Arts Degree in Psychology from William Jewell College and graduated from the University of Kansas School of Law.
- Rebecca J. Thomas
Rebecca Thomas, Assistant Prosecuting Attorney, has been with the Buchanan County Prosecutor’s Office since 1996, and currently prosecutes domestic violence crimes. Ms. Thomas obtained a degree in Music Education from Missouri Western State University, her Masters Degree in Music from the University of Missouri-Conservatory-Kansas City, and graduated from the University of Missouri-Kansas City School of Law.
- Pamela K. Blevins
Pamela K. Blevins, Assistant Prosecuting Attorney, has been with the Buchanan County Prosecutor’s Office since 1997, and currently prosecutes adult sex crimes and all crimes against children. Ms. Blevins formerly served as First Assistant Prosecuting Attorney in Platte County, Missouri in 2003, then returned to the Buchanan County Prosecuting Attorney's Office. Ms. Blevins obtained a degree in Finance from the University of Missouri, and graduated from the University of Missouri-Columbia School of Law. Ms. Blevins worked for the Missouri Court of Appeals in 1995 and 1996 before working with the Buchanan County Prosecuting Attorney Office.
- Kate H. Schaefer
Kate Schaefer, Assistant Prosecuting Attorney, has been with the Buchanan County Prosecutor’s Office since 2003. Ms. Schaefer obtained her Bachelor of Science Degree in Criminal Justice from Missouri Western State University, and graduated from Chapman University School of Law in Orange, California.
- Kristina S. Zeit
Kristina S. Zeit, Assistant Prosecuting Attorney, has been with the Buchanan County Prosecutor’s Office since 2004. Ms. Zeit obtained a degree in Business Administration from the University of Kansas, and graduated from the University of Kansas School of Law.
- Robert L. Reinhardt
Robert L. Reinhardt, Assistant Prosecuting Attorney, has been with the Buchanan County Prosecutor’s Office since 2008, and currently prosecutes drug cases. Mr. Reinhardt served as an Assistant Prosecuting Attorney in Cooper County, Missouri from 2001 to 2006. Mr. Reinhardt obtained his Bachelor of Arts Degree from Northwestern University and graduated from the University of Missouri-Columbia School of Law.
